Speaker Biography: 

Alison Orr and Marianne Brown are Professional Engineers, designated Consulting Engineers, and Certified Building Code Officials, with Orr Brown Consulting Engineers Ltd., and are long standing members of the OBOA. They started their careers with the City of Hamilton, first as building inspectors, then as building engineers. Alison left the city to join an engineering consulting firm. Marianne stayed with the city moving on to the roles of Chief Building Engineer, and Manager of Building Construction, after which she joined Alison in consulting. Alison and Marianne formed Orr Brown Consulting Engineers Ltd. in 2011. Orr Brown provides expert opinions regarding simple and complex building code issues, and opinions regarding the standard of care of municipal building departments to assist in litigation. They have participated in insurance appraisals, arbitrations, mediations, coroner’s inquests, and trials

This presentation encompasses an in-depth examination of the technical aspects of the spatial separation requirements in the Building Code including assumptions, simplifications and basis information. The presentation will provide details of: 1. Early history of fire limits and insurance rating exposures 2. The St. Lawrence burn tests 3. Conversion of St. Lawrence burn test results to regulations, including the spatial separation table development and underlying equations and assumptions 4. Details of the basis of more recent developments including concentrated openings, compartment-to-compartment exposure, 10-minute fire department arrival time This presentation is intended to provide attendees with a detailed understanding of the technical basis and assumptions underlying the current spatial separation requirements to facilitate a better understanding of their application to design and review of alternative solutions."

The Single-Stair Conundrum

Session Description: 

Architects have proposed building-code changes in Canada and the United States to allow construction of six-storey multi-family dwellings with one stairway instead of two. Ostensibly, the proposals are about more family-friendly buildings; the single-staircase model accommodates three-bedroom suites and better layouts, improved climate controls, smaller lots and increased fire- and life-safety measures. But to fire personnel and organizations the proposals go against decades of consensus codes, circumvent long-established standards-development processes, and increase risks to occupants and responders. NFPA regional director Laura King examines the single-stair issue,the potential impacts on inspections and building officials, gaps in the proposals, arguments for and against the change, the jurisdictions that have long permitted single-egress stairs, the situation in Canada, and who’s doing what to ensure everyone stays safe.

Speaker Biography: 

Laura King is the NFPA’s regional director for Canada. Laura promotes and supports the use of NFPA tools and resources, including NFPA codes and standards, training, certification, and public education initiatives such as Fire Prevention Week. Laura was editor of Fire Fighting in Canada and Canadian Firefighter magazines for 10 years before moving to NFPA in 2017. Laura is a certified fire- and life-safety educator and holds several other certifications; Laura has degrees in journalism, political science, and public administration. Laura is from Cape Breton, lives in the Greater Toronto Area, and has lived and worked across Canada and the United States.

Mauricio Quijada is a Senior Designer at Phoenix Building Components with over eight years of experience in truss and engineered wood product (EWP) design. He provides efficient structural solutions and technical support across Ontario. Mauricio holds a diploma in Architectural Technology from Georgian College. Inspired by the design of the Sagrada Família Basilica, he combines architectural insight with practical engineering to deliver precise, creative designs. Since 2020, Katy Ransom has served as Administrative Assistant and Junior Designer at Phoenix Building Components. She has discovered a profound passion for the intricacies of structural design. With over 15 years experience in AutoCAD and 3-D modeling, Katy has seamlessly integrated into a dual role that merges administrative prowess with creative design solutions. Kevin Yong-Ping is the IPEX Regional Engineer for Ontario. His primary role is supporting the technical sale of thermoplastic piping by educating engineers, contractors and code officials on piping topics relevant to their field. He has presented at various OPIA chapters, local municipalities across Canada, the OBOA, OMPAC, CIPH and Firestop Contractors International Association. IPEX is also an associate member of the International Firestop Council. Prior to IPEX, Kevin worked in the fire stop industry for 10 years for a fire stop manufacturer and for an engineering design firm for 5 years.

At ages 19 and 20, John ( Este ) worked summer jobs as a construction surveyor. Ages 22 through 24, John worked as a construction surveyor and project administrator on sewer, water, storm sewer, road, and mine building construction projects. As a young adult obtained P.Eng. Licence, and did M.Sc. classroom studies in Geotechnical Engineering. Worked nine years double hatting as a Town Engineer and Chief Building Official. Worked full time as CBO, and taught OBOA courses all over the province, after age 35, and retired in 2021. Still teaching OBOA courses. Had and still have a family life too. :)

Dr. Azam Khan is the Co-founder and CEO of Trax, a cloud-based AI enabled regulatory platform for the built environment. Trax has over 300 municipal customers across Canada with more than 150 in Ontario alone, representing more than 64% of Ontario's large municipalities. Prior to Trax, Azam was Director of Complex Systems Research at Autodesk Research leading a team of researchers, software developers, architects, and engineers. His professional experience also includes working as Research Scientist at Alias Systems, and as Senior Software Engineer at Microsoft, Adobe, and ATI. Azam received his B.Sc. and M.Sc. in Computer Science at the University of Toronto and his Ph.D. in Computer Science at the University of Copenhagen. He founded the Symposium on Simulation for Architecture and Urban Design (SimAUD) in 2010, has been Adjunct Professor of Computer Science at the University of Toronto, was the Velux Guest Professor at The Royal Danish Academy of Fine Arts, School of Architecture and Design, and was a member of the Technical Advisory Committee of CIFE at Stanford University, a research center for Virtual Design and Construction.

Speaker Biography: 

Nissun Feiner, C.E.T., CHD, RASDT, RVDT, RHDT - Niss has been in the HVAC industry since 2006 in both contracting and engineering roles. His industry experience covers a variety of occupancies including single & multi-family dwellings, commercial office & retail spaces, restaurants, and healthcare & industrial facilities. In 2010 he started a small design firm primarily focused on HVAC & Plumbing for Part 3 and Part 9 buildings. A firm believer in continuing development and education, he sits on the Board of Governors for the Toronto ASHRAE Chapter and contributes at the society level of ASHRAE with his roles on various technical committees, standing committees, and publications. In 2019 Niss was the first Canadian to earn the Certified HVAC Designer (CHD) designation through ASHRAE in recognition of his knowledge and experience. Niss joined the HRAI instructor team in 2020 and since 2022 has specialized in Arctic and Remote Community building design as well.

Panelization & off-site Construction methods

Session Description: 

OSWA’s members, who are over 100 strong, are the experts in the manufacturing of off-site wood components. Roof and floor trusses and EWP products have long been the staple of the industry. But it is clear that the entire structure of wood buildings, including walls, can be built more efficiently off-site and merely assembled onsite. This can take the form of flat pack delivery or modular / volumetric methods. In either case this type of construction achieves many positive results that the “stick-built” traditional methods are not able to deliver. The builder can save money with a faster build time, reduction of material waste, reduced labour requirements and improved project coordination. Our presentation will explore how the construction industry can see the efficiency improvements that virtually every other industry has seen over the past few decades with the increased use of panelization & off-site construction methods.

Speaker Biography: 

Mike Phillips has been the Executive Director of this group since 2008. Under his leadership OSWA has grown from a truss fabricator only group to the leading voice on structural wood component manufacturing in Ontario. There are 70 certified truss plants in Ontario, 40 wood panel manufacturers, EWP is the product of choice for floors in the province and the new building code has never been so ready to accept wood construction methods. The future of wood construction rests with the industrialization of construction, with the increased use of off-site building methods. Other association members are in attendance at the OBOA AMTS and will be available with Mike to answer questions following the presentation.

Since the implementation of the 2024 Ontario Building Code, large farm buildings falling under Part 2 have introduced new complexities for engineers, designers, and authorities. Bram joined Stonecrest Engineering in 2005 and has since become a co-owner. As a qualified designer with a Limited Engineering Technology license, Bram brings both technical expertise and a deep understanding of agricultural design (having been raised on a family poultry farm). As Stonecrest Engineering’s in-house Building Code specialist, Bram leads the firm’s compliance efforts across a wide range of projects, particularly those involving code compliance and site plan requirements. He has played a key role in interpreting and applying the new updates to Farm Building Code, providing valuable guidance to both internal teams and external stakeholders. Tyler is a senior structural engineer at Tacoma Engineers in Guelph, Ontario. Tyler has experience with a wide variety of project types and a wide variety of construction materials including wood, steel, concrete, and masonry. He is an expert in wood framed construction including Agricultural farm buildings and commercial structures. Tyler has sat on the Board of Directors for the Canadian Farm Builders Association (CFBA) since 2018. Tyler has been heavily involved in the current updates to the Farm Building Code since 2020.

The Canadian landscape is prone to high radon levels due to our weather, geology and tight building envelopes. In 2007 Health Canada reduced our radon guidance level, which sparked the initiation of a new industry focused on providing radon services. Since that time, the radon industry in Canada has had to learn, grow and adapt in order to develop an approach to successfully manage radon in our buildings. This presentation will touch on unique aspects of the Canadian radon industry including new research on radon devices, techniques for radon control in new construction and reduction in existing buildings and a comprehensive training and certification program to support those initiatives

A founding member of CARST and a C-NRPP certified measurement professional, Pam Warkentin is the Executive Director of both CARST and C-NRPP, and Project Manager of the Take Action on Radon (TAOR) Program. Pam works closely with the CARST Board of Directors, the C-NRPP Policy Advisory Board, and all CARST committees. She was a member of the committee which updated the CGSB standards for radon mitigation in both existing and new buildings and has published research on evaluation of radon devices, also coordinates with Health Canada and radon stakeholders across the country

The OBC indirectly defines acceptable performance through compliance with the Division B acceptable solution requirements or through an alternative solution that “will achieve at least the minimum level of performance required by the applicable acceptable solutions in respect of the objectives and functional statements attributed to the applicable acceptable solutions.” The minimum required level of performance is not clearly defined and often necessitates a comparative approach for alternative solutions. This presentation is intended to discuss approaches to establishing the minimum level of performance of acceptable solution requirements, the pitfalls of the comparative approach, and strategies that can be used by reviewers of alternative solutions to address these pitfalls."

Speaker Biography: 

Aubrey is the Business Development Director for Canada for Cloudpermit Inc., an international innovative cloud-based company providing cloud-based community development software to all levels of government and to other regulatory entities and systems. Aubrey was Chief Administrative Officer of the Ontario Building Officials Association. He was also principal of his own building and residential consulting practice which included executive stints with energy efficiency and housing start-ups, and committee work with ISO and the Standards Council of Canada. For a decade, Aubrey was President and Registrar of the Ontario New Home Warranty Program (now TARION Warranty Corporation and the Home Construction Regulatory Authority). He has also been a senior executive in several provincial government ministries and was the director responsible for the Ontario Building Code. He was also Chief Operating Officer for the Ontario Association of Home Inspectors and the Association of Architectural Technologists of Ontario. As a volunteer, Aubrey is Past-President of the Consumers Council of Canada, Past-Chair of the Construction and Civil Infrastructure Strategic Steering Committee at Canadian Standards Association Group and is Chair of the Condominium Management Regulatory Authority of Ontario, which regulates property managers and companies under condominium legislation. He has a M.Sc. from the University of Wisconsin, and a MBA from York University’s Schulich School of Business. His Honours BA is from Western University. Leslie is a seasoned product manager at Cloudpermit Inc., Canada, where he drives innovative software solutions tailored for Municipal Building Departments to streamline community development processes. Over the past year, he has also taken the helm as Project Manager for Cloudpermit’s AI development initiatives, advancing the company’s technology roadmap with transformative automation tools. Prior to Cloudpermit, Leslie served the City of Windsor’s Building Department for over six years as a Plan Examiner and Digital Transformation Specialist. There, he was involved in helping the city’s transition to digital reviews, remote inspections, and enhanced communication platforms. His passion for industry-wide advancement extended into volunteer service, where he contributed as Chapter Chair and Board Director for the Ontario Building Officials Association (OBOA). Leslie’s professional foundation was built across 22 years as principal of his own architectural design firm. His portfolio spanned residential, institutional, and infrastructure projects—including collaborations with architectural and engineering firms across North America. From homes to high-rise buildings and correctional facilities, Leslie’s design leadership and tech-forward mindset helped organizations modernize and embrace digital workflows in an evolving industry.

Leo Longo: As a senior member of his firm's Municipal & Land Use Planning Group, Leo's practice is devoted to all areas of land use planning, development law and municipal law, representing both private and public sector clients. Leo appears before councils, tribunals and various levels of court. John Mascarin: - As a partner with Arid & Berlis, John is a Certified Specialist by the Law Society of Ontario in 'Municipal Law: Local Government & Land Use Planning and Development". John is also an Adjunct Professor at Osgoode Hall Law School in both the J.D. and LL.M.programs, he is the co-author (with Jeffery Levitt) of all editions of the Annotated Ontario Building Code and was the recipient of the Ontario Bar Association's 2023 Award of Excellence in Municipal Law.

This presentation will focus on key aspects of different sewage systems used under Part 8 of the OBC, including an overview of different types of systems, critical items for code compliance, what to look for in a permit application, as well as common inspection issues and key items to look for in the field. Examples will be used to identify common issues that may arise.

Speaker Biography: 

Bill Goodale, C.E.T., is a Senior Technologist and Project Manager at Tatham Engineering. He manages Tatham’s sewage system office in the Township of Tiny and has been an inspector there for 25 years. Bill is the President and Chairman of the Board of the Ontario Onsite Wastewater Association (OOWA) and previously served as OOWA’s Vice-President for 4 years. Bill has been on the Board of Directors since 2019 and has been a member of the Association for close to 25 years. Anne Egan, M.Sc. (Eng.), P.Eng. is a Professional Engineer and Manager of Onsite Wastewater Services with R.J. Burnside & Associates Limited, where she leads a team of professionals specializing in onsite and decentralized wastewater management. The team services a broad client base with a variety of projects involving the assessment, design, approvals, construction and operation of onsite and decentralized wastewater treatment systems. Anne is a graduate of Queen’s University, having earned both a Bachelor’s and Master’s degrees in Civil Engineering. She has served on the OOWA board of directors since 2014, currently chairs the External Relations and Professional Development Committees, is the past chair of the Onsite Technical Committee, and has represented OOWA on two OBC Technical Advisory Committees.
