Ontario CodeNews Issue 377: Changes to Building Permit Application to Construct or Demolish Form – Effective February 16, 2026

The Application for a Permit to Construct or Demolish form (a provincial form approved by the Minister) is being updated. Effective February 16, 2026, municipalities will be required to use this updated form for their building permit applications. The updated form is available at: Application for a Permit to Construct or Demolish.


Municipalities and other principal authorities that use local versions of the form based on the provincial form will need to update their forms by February 16, 2026.


Designers, builders, and applicants will need to ensure they are using the proper form.


The updated form replaces outdated Tarion/Ontario New Home Warranty Program references and adds a field to capture the New Home Construction Licensing Act, 2017 (NHCLA) builder/vendor license number(s) for new homes. In addition, an editorial change recommends providing builder information if this is known at the time of permit application. This change is being made to align the form with current builder/vendor licensing under the NHCLA, support consumer protection, and improve information-sharing with regulators.
